Lee Yoo is a world-renowned water quality expert and researcher. He recently retired after having served as the Director of the Orange County Water District (OCWD) Philip L. Anthony Water Quality Lab with over 31 years of service.

As a globally recognized water quality expert, Lee published over 40 papers, presented at countless conferences, and served as a subject matter expert and advisor to leading utilities around the world. His research led to the development of innovative approaches to help OCWD monitor water quality and become a pioneering leader in emerging contaminants. Lee’s efforts have not only benefited OCWD, but also led to new analytical methods adopted by the U.S. Environmental Protection Agency.

A lifetime dedicated to public service and community.

Together, Lee and his wife of 39+ years planted roots in Southern California, raising their two daughters in Irvine. Today, both daughters live in Southern California with degrees and careers in STEM.

As a second-generation public servant, Lee committed his life to public service and the local community. Lee’s eldest daughter continues on the traditional of public service as a third-generation public servant, and the entire family volunteers countless hours to local community organizations. Lee and his wife spend much of their time volunteering for Saddleback Church and local STEM organizations focused on supporting the AAPI community.

Lee has a bachelor’s degree in Agricultural Chemistry from Seoul National University and a master’s degree in Food Science and Technology from Oregon State University.

As a former OCWD employee and leader, Lee’s priorities include the sustainable management of our groundwater supply with an emphasis on water quality safety and affordability.

Active in both mind and body, you can often find Lee and his wife (often joined by one or more of their grand-dogs!) running and jogging along the many trails in Irvine, Tustin, and Newport Beach.

Lee possesses a deep love and respect for his community and the environment, and with his extensive knowledge of water, he would be honored to give back to his local community by serving as the elected Division 5 Director of Orange County Water District.
